Can security open your checked bag at Dubai airport without you there?

Airports rarely say this part out loud. Dubai Airports does, in two sentences on its baggage page, and the second sentence is the one that changes how you should pack.

What the airport publishes

Airport security has the authority to open bags to identify and remove suspiciously packaged or prohibited items without the guest present. Dubai Airports describes this as a recent policy change.

And then, in the same passage: the airport is not liable for any associated damage.

Read together, those two sentences mean a locked or tightly packed bag can be opened while it is in the system, and if the lock or the contents are damaged in the process, the airport has told you in advance that it will not cover it.

What this is not

It is worth separating three things that get confused, because the remedy is different for each.

The middle row is the one people misread. An item taken at security is not lost property and the lost item form will not produce it. The bottom row is the one that does belong in a report — see where to report a lost item for which channel handles which case.

The practical consequence: pack so the bag does not get opened

You cannot opt out of the policy, and there is nobody to appeal to afterwards. What you can change is how likely your bag is to be the one flagged.

1. Power banks go in hand luggage. Dubai Airports is explicit: they belong in hand luggage. A battery in a checked bag is precisely the sort of thing the opening policy exists for, and the bag will be pulled.
2. Do not pack dense, opaque blocks. Tightly wrapped bundles and stacked electronics read badly on a scanner. The same items packed with space around them do not.
3. Keep laptops and tablets reachable. They should travel in hand luggage, easy to reach, and in a separate tray at the security check. This is the hand-luggage version of the same principle — a bag that has to be unpacked at the checkpoint is a bag that gets unpacked.
4. If a lock matters to you, use one that opens without cutting. The airport has told you it will not pay for the damage, so the cost of a forced lock is yours.
5. Photograph a full bag before you close it. Not for a claim against the airport — that route is closed by the liability sentence — but for a travel insurer, who is the only party left.

Why the wording matters

Dubai Airports could have written “bags may be inspected”. It wrote that bags may be opened with the guest not present, and that it is not liable. That is a more specific statement than most airports publish, and taking it at face value is the right response: the protection you were assuming is stated, in writing, not to exist.

What this page does not tell you

It does not say how often this happens, how bags are selected, or whether you are told afterwards. Dubai Airports publishes none of that, and we are not going to estimate it.
